Why are there 2 versions of the 980m?

I can't tell if the MSI GT80 with 2x 980ms (4gb each, 8gb total) is worth 4700 dollars. Shouldn't it have 2x 980ms with 8gb each and 16 total?
 
You are confused. You can't add VRAM. Two 4GB cards = 4GB VRAM and two 8GB cards = 8GB VRAM. I would just go with this one [amazon link with Referral removed] which is the SLI 8GB models. You really only need the added VRAM for higher resolution gaming but it's worth having.

Physically you would have 8GB but you only are able to use 4GB. They don't stack when you use them in SLI. It's a marketing gimmick. Since you are ordering in CA I would go with this one [amazon link with Referral removed]
 


So I will be getting 4gb 2x 980ms with that machine? I saw some videos of people playing GTA V with 2 980m's sli and ingame it showed 16GB available video memory.

Also, what about this model, it is 500 more? And it seems better.

The in-game display is incorrect. You don't actually get to use that much memory. I've had the same issue with a few multi-GPU setups. The one you linked will give you no better performance. You don't need more than 4GB VRAM for 1080p resolution and anything over 16GB Memory is a waste for gaming. You won't even use 12GB in the lifetime of the computer. Other than that everything is the same. You're welcome to spend your money on the more expensive one but it won't perform any better and it's overpriced for what you get anyway.
 


GTA V on 1080p, all maxed out including MSAA, caps 5655 GB, that is according to the ingame settings bar display.
