1. Go into "Control Panel".
2. Click "Hardware and Sound".
3. Now click "Mouse and Touchpad".
4. Now go to "Additional mouse options".
5. The Mouse Properties window will open. In here click on your device.
6. Make sure your device is set to enabled. If it isn't then click "Enable Device".
7. Exit both that screen and "Control Panel".

Thanks, but I have already gone to control panel, hardware and sound, and clicked on mouse pad (there is nothing for touch pad, When I click on mouse pad there is nothing in there relating to a touch pad.
Try doing a double tap in each of the corners of the touchpad. On some systems, if you double tap the corner of the touchpad, it toggles activation. I just do not remember which corner it is.
