Acer Aspire V5-132P 11.6 won't power off

My dads laptop is brand new and he can't get it to shut down! He has tried everything! It just won't shut down, won't restart or anything! What is likely to be the issue? And what would be the solution?

Have you already tried the force shutdown that jarotech mentioned? Sometimes a background process or service in Windows will get stuck, causing Windows to hang and the laptop to remain powered on.
