Acer Monitor Help

My monitor has a moving grid on it about 2-3 inches wide. It seems to appear on solid colored screen (mainly black) and doesn't seem to appear on websites or my desktop.

Hard to see the image. I would try a different cable to connect to the PC, and make sure it is away from any electrical wiring or power bricks.
