I have an Acer VN7-592G-71JF on Win10 64bit.
My right fan always seemed to have had a temper - it would randomly go to full speed for a second and then back to normal, even when windows was completely idle.
A few days ago, however, this started to occur not only more regularly, but at some point it'll get stuck in full speed mode and not return to normal until I put the notebook to sleep and wake it back up.
Neither CPU/memory load, nor temps are the reason - both are usually very low in office work.

When you google this issue, you mostly find answers saying that the fan is dirty or broken - but that would be implying that it's not cooling properly and therefore needs to work overtime, no? That's clearly not the case here, since the temps are fine.
Could it rather be a software issue?
