Adding new hard drive, need to format

i have windows XP, i am adding a second new HD can i boot from XP and right click on new HD and format it for windows 7 OEM disc

Do you want to install Windows 7on the new drive and have a dual boot system? I only ask because I'm not quite sure what you are trying to do.
