But my wife can still get on a plane with her metal, pointed, knitting needles....
 
That said, I understand the interpretation. Although it has a CPU, the CPU isn't a traditional CPU. And obviously, the flash memory is not a spinning hard disk.

Modern, high performance CPU's are often pretty big and beefy and show up like a christmas light bulb in an X-Ray. So does the metal-cased HDD. Without those, the X-Ray is less cluttered with an iPad, to the point where it's not going to really obscure other stuff in the bag.
 
Unfortunately knitting needles are allowed because old ladies and the AARP. They have lobyists who can buy anything.

actually, the iPAD may have a CPU and hard drive (or SSD), but anyone who buys one obviously has no CPU.
