Yes it's safe to use, HP would not put in an unsafe power supply in a computer. It may be lower quality, or not very powerful but is certainly safe to use without worrying it will blow up of kill the system outside of normal failure rates. Just don't try to exceed the rated load by adding a bunch of things to it that it did not come with.
Are you asking about what power supply to purchase? If yes for what purpose? General use, gaming? What components are in the system, especially the video card if it's an add-on.

So I have power supply with different Ampers and Voltage +-0.5 from original. Its a HP 455.
There will always be some variation, you can always get a better power supply that what came in your HP computer. EVGA, XFX, Seasonic, Antec, several others make good power supplies if you want to replace yours. Just make sure your system does not have any funky custom power connections to the motherboard.
