Good day!

Am considering the Dell Latitude 7400 for my next upgrade.

Does this have a metal rollcage like what the Thinkpads used to have?

Please do suggest other alternatives. Main considerations are

1. Battery life - at least 9 hours
2. Weight of around 1.5 - 1.6kg is OK
3. Ports -- at least 2 USB-A ports
4. Around US$ 1,000. US$ 1,200 tops

Not really into the heavy stuff, the usual productivity and moderate coding. i just wanted the option to run a couple of VMs hence the 16GB.

You won't get 9 hours of battery life unless you get a low spec system with lower power components and use it for very simple use and on lower screen brightness.

Dell 7400 is actually pretty well built and solid, better than their 7480 and 7490 models. I'd still go with a ThinkPad over them although the latest few years have been getting worse and worse with all brands due to making them harder to work on and trying to slim things down and using USB C for all the connections. USB C ports fail often on all the systems I worked on especially when used with docking stations. There is really no good model out now for business laptops, only less worse ones.
