Asus GL502VSK overheating issue

I just bought this laptop and out of the box it reaches 95C immediately when starting up a game. I turned down the maximum processing state to 50% and it is now stable at 72C, which is great but I'm wondering, since I've noticed no performance drops since changing the settings, how come at 100% the CPU works so hard if it clearly doesn't need to?
Specs: i7 quad core, gtx 1070, 256gb SSD, 1tb HDD
Asus support have given me contradictory responses, one representive told me that it's normal for the CPU to overclock during gaming and that the laptop was designed to withstand high temps. Another assured me the model doesn't usually reach such high temps.
