Some newer laptops never fully charge the battery to 100%. This is intentional - they keep them topped off at 90-95% when plugged in full-time to extend the battery lifespan.
My HP never charges beyond 95% of its rated capacity.
Your battery probably just needs to be calibrated. The best way is to simply use your laptop until the battery dies and it shuts itself down. Charge the laptop (while it’s off) until you know the battery is fully charged. That should correct the issue.
