Asus V550CA F9 does not bring up reset option

This ran Windows 8 or 8.1, someone tried to upgrade to Windows 10, but then reverted, it's stuck in the revert loop. F9 does not allow a reset, but the HDD seems to have 9 partitions on it still. Can't get to anything but a command prompt, and can't restore to factory defaults

I was never successful in recovery. I deleted the entire hard drive and loaded a fresh copy of Windows 10. I think the recovery partition was damaged.
