battery issue or motherboard's ?

sometimes my laptop does not start it blinks orange light and after get it on using Adapter it says no battery detected ,, then after restart it gets the battery ,,,what issue is it ?

1. Faulty battery
2. Faulty AC/DC adapter.
3. Faulty voltage regulator on the MB.

It could be one of any of the above scenarios. If it's a Dell laptop, you can boot into ePSA boot diagnostics and if there's a failure, it should prompt you with an error code and the actual identified failure.

is there any way to recognize if its battery fault ? because some times it does not even start and blinks orange light and after removing and again returning battery in it ,,,it works like nothing happen

Often a flashing indicator light will have a pattern to it. For example two green lights followed by it changing amber. This feature is entirely dependent on the make and model as it's non-standard. So you'll need to check the manual.

As for the battery: you check it's health via wear level with HWMonitor
