Battery not charging

OK so here's my problem, I am currently fixing a laptop for a friend and firstly I noticed the laptop didn't start on batteries nor did they charge, so I though I will buy a replacement set from eBay, got the new ones and installed them, the first battery was recognised but said there was no power nor did it charge with the AC in, the second had power in when it arrived and powered the laptop OK, it was not near empty but it turned of and now the laptop can only be started with AC supply so Both battery lights are now flashing and cant charge, and in power management both have a battery with a cross through and say on-line and discharging at 1%. Have I just been really unlucky and got two dud batteries which will not charge and need a NEW one not second hand or is something else wrong.

please could someone help its so frustrating...

If the charger powers the battery does that mean the charger is fine or not?, because its not charging batteries, I have tried two batteries and both don't charge so it leads me to think something else is wrong, i have replaced CMOS battery also to see but no luck.
