Best cheap PCs in europe (website)?

My brother needs a new PC (200-250€) and I don't know where to buy it. I think on ebay.de they're the cheapest.

Used system, ebay is fine if you found some there. I'm sure you also have local sites like Craigslist in your area also to look at. For a used system there is no single cheapest source since what is available and how much it sells for will vary a lot. Someone could be selling a very good system cheap for a quick sale when you look, or it may be gone already and you paid 50 more for the same thing without ever knowing about it.

These two desktops are good Thermaltake Core V1, SeaSonic G Series 550W 80 Plus Gold. But not sure if it is available in Europe.

If you mean best price, look for the lowest VAT (value added tax) but honestly, if you are passing through the US that's where the prices are cheapest.

The VAT in Europe ranges from 15% in Luxembourg to 19% in Germany to 27% in Hungary.
