Best Diagnostic Software

I recently starting helping someone who works with an insurance company. They generally need PCs "checked out" after fires, floods, etc.

In the past I've used memtest for testing memory, spin-rite to test a hard drive, etc. but those are usually for symptomatic diagnostics.

Is there a cheap/free overall diagnostic program that people use now-a-days? Tests for things like a keyboard buttons, loopback tests, etc. along with the standard memory and drive testing. Dell, for instance, has a partition for system diagnostics that isn't too bad. Is there something like that people would recommend?
