Best free photo editing software

After I worked on a customer's computer today, she asked me if I knew about any free photo editing software. I told her about GIMP, but I'm afraid the interface may be pretty cluttered for her to use. Could you guys direct me to some other open-source software, just in case that doesn't work for her?

I can not agree with someshets more, GIMP is hands down the best free photo editing program out there. I've used for 2 years now and I love it. It's probably the closest you can get to Photoshop for free.
