I will just use it for web browsing and writing words.

And I tended to accidentally break expensive laptops so I will now buy cheap ones, possibly refurbished or used one.

The only quality that I am looking for is light-weight, and >10'' screen, and Windows OS.

How could I get such laptop/tablet at cheap price?

I just bought a refurb Asus Transformer from Amazon - $180.
Yes, that is probably too small for your needs, but Amazon + refurb + cheap = everything works perfectly.

Just follow a deals site. Other people report when they see a good deal on a new, clearance, refurb, or used computer. They happen fairly regularly, especially now that Skylake laptops are starting to show up (stores want to get rid of Haswell/Broadwell inventory so put them on clearance).

Just be warned that Cowboom is a common reseller of used laptops, but their description of the condition is usually wildly inaccurate. Someone people get lucky and get one that looks like new, others get a beat up piece of junk.

If you're in the U.S., there are usually some really good sales right around Black Friday (after Thanksgiving).

I generally buy used crap from eBay.

That is where I bought my refurbished Dell Latitude 3540 back in January 2014. It has a Core i5-4200u, 1080p screen and Radeon HD 8850m for just under $500 and it had 11 months left on the warranty when I purchased it. That configuration was selling for about $900 on Dell's site.

If all you do is surf the web and write, then perhaps a new inexpensive laptop with an Intel Atom CPU will suffice. An example is the HP Stream 11 ($200) released back in late 2014. A new version has been announced to be released later this month or early next month using a slight more powerful Atom CPU. It is probably Cherry Trail instead of the older Bay Trail generation Atom CPU, but there is no official word yet.

Here's a video review for the HP Stream 11, it can even run Minecraft decently well when properly optimized. There are plenty of other low budget laptops similar to HP Stream 11 like the Acer Aspire E11.

Thank you all. But by cheap I meant something less than $80. I will use it only for web browsing and writing text. Used ones are ok. Do you know somewhere great for finding such ones except ebay or amazon?

Laptop under $80 = used from some dude locally on craigslist.

Used HP Stream 11 for $109 + $14 shipping, blue version.

If you don't mind getting caught dead with the pink version, it is selling for $85 + $6 shipping....

Other than those two items, good luck finding a 10"+ device with Windows OS on it for less than $80.
