Blue (ripple?) effect on screen.

I'm not blue screening but getting a weird effect on videos and images. (http://prntscr.com/kfh2td)

I figured out a way to fix it before I upgraded to windows 10 pro.

Although I've forgotten how to and would like to know the reason it is doing this.

Edit: So I reverted to the previous released driver for my graphics card and the effect stopped. (gtx 1060 6gb w10 pro laptop) so can I just never upgrade to the latest?
 
Just because there is an upgraded driver doesn't mean it is something you need. People tend to go oh there is a new version of ... insert whatever here... so I must need it. But that isn't always the case.

This is one of those, if it isn't broke don't fix it kind of situations. :)
