Blue Tooth Does Not Connect

I have 2 smart watches that use the H Band app. One watch connects to the app via bluetooth while the other does not. The smart watch in question shows a bluetooth icon for a second or 2 then the app says it cannot find the phone. Ideas? These are cheap smart watches from ebay. Seller does not reply.
