Bluetooth needs a receiver (usb looking stick) and if you buy one from a computer store or electronics retailer windows 7 will handle its own driver.

If you own a laptop please check to see if it has inbuilt bluetooth, it’s not something achieved by simply downloading drivers as it is physical hardware. Otherwise check your laptop's website for a driver for your operating system if it is older than Windows Vista.

Both Windows Vista and 7 will install its own driver if Bluetooth is present in the system specifications.
