Buying s3 in the us and using it in india

hey guys,
im planning to buy an s3 in the us(not decided on the carrier yet) . the thing is im goin to buy the sim locked version which is a lot cheaper than the sim unlocked ones.. my question is after unlocking the phone using the unlock code, will i be able to use the phone in india and will my brother (he is the one who is going to buy it there) face any legal problems if he unlocks it and sends it here?

Most phones in the USA are carrier specific, I would say you would have to root it first, but I would check with your country carriers first to be sure.
