Can a fan get louder when the device (laptop) is low on battery?

Asking for clarification, before I purchase a laptop cooling pad.

I don't think low battery would cause the laptop to run the fan faster.

Higher temperatures certainly do, though.

What led to you thinking this?

If the fan gets louder it is an indication that the laptop is heating up due to the load on the CPU based on the programs that are running. Generally, the fan speed is not affected by the battery unless you have a defective battery that is not outputting the required voltage and the required amperage. Check battery condition and remaining life.

I noticed it getting louder and then I checked my battery life. It was rather low
