Can an dell inspiron 530s run csgo?

I have an old dell inspiron 530s and im wondering if it can run csgo and if it cant , can i just buy a good graphics card then it would run it ?

Depending on the resolution of the monitor and the card you choose, yes. You will be limited by the low profile cards that are available and the size of the PC's PSU, tho.
