Can I charge my laptop off of a power bank?

I currently have an Ultrabook (PC Specialist Lafite 2) where the official charger (connects to mains) output is 19V and 2.1A. Also I own a power bank with the output of 5V and 2.1A. Could i buy something like this: http://.

USB only gives 5V, but your laptop needs 19V as you said. so, nothing will get charged. this would be like taking a shower using an eye dropper.
