You said your RAM is 4.00 GB and you said its 2027 MB, i'm assuming it is total usable Memory. Are you sure that your dedicated graphics is 256 MB. BTW you will be able to run the game but at ultimate low graphics that looks worse than old games. however if you want to still run the game watch this video and tweak other settings to optimize. In short: no.
In long: gta needs directx 9 and your gpu doesn't have it. even it it did have support for directx 10 your gpu is extremely weak. Nothing in your pc comes even close to the min specs so either upgrade or don't play gta.
