I don't know if I can run GTA V
My specs:

Processor:
Intel(R) Core(TM) i5-3210M CPU @ 2.50GHz
Video Card:
Intel(R) HD Graphics 4000
Memory:
4.0 GB
Operating System:
Microsoft Windows 7 Service Pack 1 64-bit

Hello

The good thing about PC gaming is that you can actually play any game within reason. There are also patches for many games, and you can even lower the resolution to 480p if you wish, if only the actual game matters to you.

And here is an example of GTA V, playing on a laptop with very similar specs to yours and HD4000 which you have:

So it just depends on if you only want to play the game, or you want good graphics.

With an hd4000 and 4gb of ram it will look like a slideshow and have big fps drops making it close to unplayable. Don't believe everything you see on YouTube those are easy to fake and many trolls do it. It may run but I doubt the exprience would be enjoyable.
