Yes ,Normally the voltage regulators allow for a few volts either way up or down so this should be ok .Are the amps the same? as lower amp charge will take longer to top up the laptop battery.

Yes should be ok just,as you should try and keep to less than 5% difference if possible.
Make sure the power output is equal to or greater than the 18V one.

check for amperes bec. lower amps will cause long charging time and check power outputs. then it's okay
