Can I use a mini pc with a chromebook?

For some time now I have been forced to use a Chromebook and considering the fact that it's web based, my ability to be productive has been really challenged.

Most mini PCs have an HDMI port, just like my Chromebook. If I were to acquire one, would I be able to use it on my chromebook?

If you mean you want to use the display on your Chromebook for the mini PC I would say you can't. No input to access the display.
