Solved! Can you connect a smart phone to a tablet to investigate a problem on the tablet?

Can you connect a smart phone to a rca rct0203w46 tablet that runs on android to investigate a problem with the tablet stuck on logo screen, this happened after updating all my apps. The tablet wont reset, hard reset nor go into safe mode. I do not have access to a computer.
