Can you take a cell phone with out a carrier service and turn it into a modem for 3-4G

I have a camp that recieves 3-4G LTE service. I want to take a old cell phone and convert it into a modem for service for my tablet. Is there a way to do this

An old cellphone is unlikely to have anything more than a 2G radio. How old are we talking?

You're probably better off getting a current 4G modem or pocket WiFi type device.
