Cannot boot to windows

Hello,
My friend's Acer laptop keep on displaying 'windows error recovery' and giving options:
1) Launch Startup Repair (recommended)
2) Start Windows Normally
The problem is, it will turn back to the same screen (windows error recovery with 2 options) either i choose 1st option or 2nd option.
Can anyone help me on this matter..

so regardless of which options you choose it just does absolutely nothing and gives you the same exact menu back?

have you tried hitting F8 during boot up?

What did your friend do with his laptop before this problem started? I doubt this problem started randomly
