Can't record at 1080p and 60 FPS?

So if I try to record with OBS or anything I usually get around 30 frames. I've tested with GTA V and Fallout 4 and I'm not understanding why I can't?

GTX 970
I7 4790k @ 4.0ghz
16 GB Ram

I've seen other's with the same spec's recording just fine with no at all? Am I doing something wrong?

The game plays at 30 fps when recording.

I've tried Fraps also. All has the same result.
