Solved! Can't set up new Sceptre 32" Android TV (A328BV-SR)

The TV was bought new and upon first booting it up, it tries to go into setup, asking what language we'd like to use but then the screen flickers and goes black. On the right side, there's a bar with a bunch of info and from what I can tell, it's all in Chinese. Pressing anything on the remote does nothing, unplugging and plugging it back in to reset it also does nothing. It goes through the process of trying to do initial setup but then cuts to this same black screen and panel.

exact model of this tv?
bought from where?
new and not working? should return it
Exact model is in title. It was bought from Walmart but unfortunately it's past the 30 days to return it as we were waiting to clear up space and tools to mount it. I plan to contact Spectre directly but wanted to see if there was anything I could do until then to troubleshoot/understand the issue.

The issue has been resolved through Sceptre. It was a software issue that was fixed by them sending me a .zip and putting it on a USB that needed to be plugged into the TV.
