Solved! Community TV content & Scheduling applications

I belong to a homeowners association and we just got our cable provider to install the equipment needed to setup a community channel for use by our residents. I know how to interface a video server/player with the channel encoder & QAM inserter but have yet to select a video & image content management and scheduling application to use. I know there are companies that provide this service for a monthly fee, however, I would much rather save the expense and keep everything in-house. Hence, I'm looking for suggestions on applications which will provide a means to create and maintain a library of content and schedule the automatic and unattended distribution through the "community channel".

It may not be exactly what you want but you can set up Videolan VLC to infinitely repeat a playlist on your server. Assuming that you won't be changing content constantly it might serve at least as a temporary solution.
