I am on a computer with a SoundMax Integrated Digital HD Audio sound card, and it only has an line in jack (no mic jack, which sucks), and it does not pick up noise from my headset microphone at all.

You can not use line in audio to plug in your piezo / condenser microphone. It has much higher impedance. you need a mic amp before you can connect to audio in port.
It's cheaper to buy sound card with mic input than mic pre-amp.
Did you check your devices under windows to make sure the input is enabled?
I already did, it is there, and it even responds with the noise you create when you put a jack in, but it doesn't record my microphone. When I do the whole "Listen to this device" on the Sound window, it just replays what my speakers are outputting.
