Connectivity issues with att

Solution
The first thing we will want to look at is the alert styles and settings for notifcations.
On the iPhone, please go to Settings > Notifications.
You can select any app which is affected from the list. In the case of calls, please choose Phone.
You will be able to adjust the banner, history and sound options.

Another thing to double-check is your Apple ID sign-in.
Sometimes this can get logged out, and will affect how the phone reacts to incoming calls.
Please also access the control panel by swiping up from the bottom of screen to check on the Do Not Disturb.
