Constantly Reboots, Can't Reset

My Samsung Galaxy Tab 2 reboots constantly. I can only turn it off all the way if the charger is connected.

I've tried to do a hard reset, but the only screen that comes up is one to load a non-standard OS. I don't get any other options.

Does this mean it's dead, or does anyone have a suggestion?

There is a way
Access the recovery mode and do factory reset from there. first try wiping Dalvik cache if that doesn't help then proceed for factory data reset.
