Can we program our element remote to control our Philips DVD player?

Without model numbers you won't get an exact answer.
If the TV has a "universal remote" it would have to have a three digit number that would represent the location of the IR codes for that Philips DVD player. The TV manual would have that list and instructions on how to program the remote.
If not you might get some control of the DVD if you turn on CEC in the TV menu.
