Controlling CPU frequencies

I have an android phone and i have an application on it which allows me to set different profiles such as when phone is off, the phone would not go above 245mhz and such.

I was wondering if there's such software for PCs specially Laptop pc where you can have "ondemand" cpu frequency so for example if you're just borwsing then the cpu would work at low frequency...

I own i5 2410m in case there are specific apps according to the cpu
