CPU and GPU spikes despite load

I have a beefy computer (RTX 2080, I7 9700k, 16 GB DDR4), yet every few hours both the CPU and GPU will spike and flat line for several seconds. Some times I am still able to hear, but the audio is choppy, and sometimes it is just a loud buzzing. Watching the task manager, only the CPU and GPU spike, memory and drives stay fine. I thought it might be a registry error, so I used CCleaner but it didn't help. I've run Norton deep scans and nothing popped up. The most confusing part is that it happens despite a light load, being the PC just sitting on the desktop. Also, most of the time that the lag occurs, Windows asks what device I plugged in, every time it being the mic. Any ideas?
 
Which power supply are you using?

Disable audio jack sensing in the audio driver.

Is the front panel correctly plugged into the motherboard?
Which motherboard is it?
