CPU fan failure

So, the fan in my laptop (it's an HP Envy M6) recently died, so I replaced it with a new one as well as cleaning out what little dust there was. On top of that, I went ahead and replaced the thermal paste on my heatsink and GPU, and my fan still won't turn on. Could it be that the part of the motherboard it connects to is fried?

Unfortunitely, I believe it would be something to do with the MOBO. Unless of course, the plug isnt plugged into the correct part of the mobo. You sound like know what you're doing in there, so Im going to lean towards a DOA fan, or a bad MOBO. Let us know what happens. Im curious what this could be if you're able to figure it out.
