My Dell laptop Lagging And Saund Craking !, no charging new battery max 10 %.
Dell
12 gb ram
Geforce video Card 920 m
1 tb Disk

But on battery (no charger) work good and no problem

What model of Dell Laptop and when you say the new battery isn't charging do you mean this is a new laptop or you bought a new battery for an old laptop? My other question would be are you using the supplied Dell charger or a 3rd party one and is the battery a Dell one or from a 3rd party source.

Laptop buy from ebay. and after 5 month start lagging
Today get a new battery from dell
In the Task manger show on charger 4% 0,46 GHZ CPU
on battery 2% 1,37 GHZ
