Solved! Dell G5 5500 (2020 10th gen intel)

hi i just purchased a new dell g5 laptop(I believe the model number for 2020 is 5500).
It has the rtx 2070 max q and Intel 10th gen i7-10750

My question is about the idle temperatures and clock speeds.
At idle the system is seeing cpu Temps of 60-70°C and GPU Temps 55-60°C.
This is at 5% CPU usage and 0% GPU usage. Absolutely nothing running.

Are these temps normal?
Also for some reason, even when idling, the CPU is constantly at 4.4-4.5 GHZ and memory is at 30% usage.

I am using the dell balanced power plan and in the alienware software I have it set to balanced

Especially chipset, management engine, ACPI driver, Intel Integrated Sensor Solution Driver, Intel Thunderbolt Controller Driver, wifi, bluetooth, graphics driver

update the firmware of the hard drives as well

eventually Intel Dynamic Tuning Driver
