Dell inspiron 3531 laptop problem

laptop has strange problem, keyboard and touchpad is not working after bootup windows 8.1 but it works fine in bios and diagnostics, tried restoring windows, formatting and installing windows, using bootable kali linux doesnt worked anything and even if we select legacy mode keyboard doesnt work in bios, usb keyboard and mouse is working fine..... kindly help me.

It sounds like the USB driver is missing. The bios has its own driver built in but then hands off to windows during startup...
