Dell Inspiron 6000 will not power up

When I press the power button, the three lights go out for a second and then come back on, but the drive doesnt spin and nothing indicating its starting occurs. If I hold the power button the lights just flash green, and still nothing.

Any help would be greatly appreciated.

Is this on battery or AC adapter power? The AC adapter is always the first thing I look at, then the power jack.
