Dell laptop makes clicking noises and wont boot up

I have a dell latitude e6530 and on the lower left side right by the track pad theres a constant clicking noise when I try to turn it on and it wont boot up. It brings up the dell symbol then goes black while continuing clicking

It could be the hard drive.
Can you get access to it to confirm?
