Dell Lattitude D510 won't power up even with the battery removed and the charger plugged in

I have a refurbished Dell Latitude D510 lap top. I can not get it to power up. I removed the battery and tried to power it up using the charger and that didn't work. I have a solid green light on the brick and there anren;t any frayed cords so I'm assuming that it's not the charger. If it powered up w/o the battery in then I would simply buy a new battery, but it didn;t power up with the battery removed so I'm wondering what else it could be?

Hi

Read dell user guide and service manual for location of CMOS battery
If both main battery and CMOS battery are out for several hours it may clear problem
( I think it was in main battery compartment)
With battery out
Mains disconnected
press the power on button for 30 second
Refit battery and try again
If not starting motherboard is dying or dead

This happened to my sisters Dell D510 a few years ago
It worked for a short time then was dead permanently

I suspect a motherboard repair or replacement would be un economic

A second hand motherboard is likely to have the same problems
