Disabling ACPI made computer run off battery just fine, so is it battery or motherboard?

Battery 0%(charging) but when I disable acpi I can run the computer off the battery for over 90 min so the battery is fully charged. Is this a battery computer chip issue or the computer?

Sorry I should have mention. It's a Toshiba E45T A4200. I noticed someone else did that on some discussion and it worked and when I tested the battery with my multi meter it had plenty of power. I just wasn't sure if it was an on board chip in the battery that was an issue or the computer. I ordered a battery so I'm hoping that fixes it.
