DNS server isn’t responding win10

Issues began on desktop after switching from Verizon to optimum. Tried resetting the cache and other guides. Works fine on other laptops and tablet. I tried a cable connected to the router with no success. It works for about 5 seconds after trying a fix before going back to not working.
 
Solution
Check your network card TCPIPv4 settings. Either ensure DNS is set to automatic via DHCP, or change the existing static entry to a public DNS resolver. You can use Googles of 8.8.8.8, and 8.8.4.4. Though I prefer now using 1.1.1.1
